<br /> . <br /> RIVERFRONT RESEARCH PARK URBAN RENEWAL DISTRICT <br /> August 30, 1985 . <br /> Page 2 <br /> Planning Commission <br /> After holding a pUblic hearing and considering testimony, the committee's <br /> findings were forwarded to the Planning Commission, as the Planning Commission <br /> is required by State law to make a recommendation to the City Council. The <br /> minutes from the Planning Commission's hearing are provided under separate <br /> cover. The Planning Commission reviewed the documents and approved them with <br /> three amendments as follows: <br /> 1. Revisions to the first transportation/access objective on page 3 to <br /> read deleting the phrase ["with strategies aimed at achieving the <br /> communi ty' s a 1 terna ti ve mode goa 1 s of 25-30 percent of all tri ps to <br /> and from the project area"] while adding to the end of that objec- <br /> tive "In addressing Eugene's transportation policies, use strategies <br /> consistent with achieving the area-wide alternative modes goal of <br /> 25-30 percent. II <br /> 2. Amend all references to the Nillrace to read "Upper Millracell and <br /> include a definition of Upper Millrace in Section 200 Definitions of <br /> the Plan, page 1. <br /> 3. Insertion of the words, "Riverfront park site" as it pertains to the tit <br /> University of Oregon property in the plan and accompanying report. <br /> The Urba n Rene\.>/a 1 Pl a n <br /> The first section of the August 9 draft document is the urban renewal plan. <br /> This portion of the document is to be adopted by ordinance and will be <br /> recorded with Lane County. The plan contains the legal description of the <br /> project boundary. That area includes the entire Riverfront Park study area <br /> extending from the Ferry Street Bridge on the west to the 1-5 bridge on the <br /> east and from the Willamette River on the north to Franklin Boulevard on the <br /> south. The section on goals and objectives are intended to implement the <br /> Riverfront Park study pol icy recommenda ti ons. Section 600 contains a descrip- <br /> tion of project activities consistent with implementing the goals and objec- <br /> tives, and the process for land acquisition, relocation, and redevelopment. <br /> Section 1200 contains the procedures for amending the document. <br /> The Urban Renewa 1 Report <br /> The report, as the second section of the draft document, is not to be normally <br /> adopted but is acknowledged as the background information for the plan docu- <br /> ment. The report describes the conditions in the plan area and also describes <br /> the expected potential project activities. The report lists the projects, <br /> their estimated cost, and their intended completion date. An <br /> . <br />
