Page 2 Planning Commission After holding a pUblic hearing and considering testimony, the committee's findings were forwarded to the Planning Commission, as the Planning Commission is required by State law to make a recommendation to the City Council. The minutes from the Planning Commission's hearing are provided under separate cover. The Planning Commission reviewed the documents and approved them with three amendments as follows: 1. Revisions to the first transportation/access objective on page 3 to read deleting the phrase ["with strategies aimed at achieving the communi ty' s a 1 terna ti ve mode goa 1 s of 25-30 percent of all tri ps to and from the project area"] while adding to the end of that objec- tive "In addressing Eugene's transportation policies, use strategies consistent with achieving the area-wide alternative modes goal of 25-30 percent. II 2. Amend all references to the Nillrace to read "Upper Millracell and include a definition of Upper Millrace in Section 200 Definitions of the Plan, page 1. 3. Insertion of the words, "Riverfront park site" as it pertains to the tit University of Oregon property in the plan and accompanying report. The Urba n Rene\.>/a 1 Pl a n The first section of the August 9 draft document is the urban renewal plan. This portion of the document is to be adopted by ordinance and will be recorded with Lane County. The plan contains the legal description of the project boundary. That area includes the entire Riverfront Park study area extending from the Ferry Street Bridge on the west to the 1-5 bridge on the east and from the Willamette River on the north to Franklin Boulevard on the south. The section on goals and objectives are intended to implement the Riverfront Park study pol icy recommenda ti ons. Section 600 contains a descrip- tion of project activities consistent with implementing the goals and objec- tives, and the process for land acquisition, relocation, and redevelopment. Section 1200 contains the procedures for amending the document. The Urban Renewa 1 Report The report, as the second section of the draft document, is not to be normally adopted but is acknowledged as the background information for the plan docu- ment. The report describes the conditions in the plan area and also describes the expected potential project activities. The report lists the projects, their estimated cost, and their intended completion date. An .
