<br />M E M 0 RAN DUM <br /> <br /> <br />September 9, 1985 __ <br /> <br />TO: Eugene Mayor and City Council <br />FROM: Planning Department on Behalf of the Planning Commission <br /> <br />SUBJ: PROPOSED COMMERCIAL AIRPORT SAFETY SUBDISTRICT <br /> <br />Background. As part of their comprehensive planning program acknowledgement <br />request, in 1984 the Lane County Board of Commissioners adopted an Airport <br />Safety Combining District based on the provisions of Part 77, Federal Aviation <br />Requirements. The City encouraged the County to include this item in its <br />comprehensive planning and zoning program consistent with Policy #15 on page <br />III-F-6 of the Metropolitan Plan which reads: <br /> <br />The City of Eugene and Lane County shall adopt up-to-date airport <br />safety ordinances which regulate the height of structures, <br />electromagnetic and/or visual interference with aircraft, and other <br />hazards to airport safety. <br /> <br />Based on the County-adopted ordinance, the Eugene Planning Commission held a <br />public hearing and unanimously recommended a similar amendment to the City1s <br />Zoning Ordinance on April 9, 1984. The delay since the Commission1s action <br />results from a technical error in the County1s ordinance that needed to be <br />corrected before you Gould consider adoption. That error has now been <br />remedied. ~ <br /> <br />Subdistrict Description. The subdistrict has' two main purposes: <br /> <br />1. To prevent obstructions that could be a hazard to air navigation and <br />flights. Structures that penetrate the surfaces described in the zoning <br />text and illustrated on an accompanying map are to be identified with <br />markers and lights installed, operated, and maintained by ~he City. <br /> <br />2. To prevent other hazards to air navigation and flight from occuring <br />within the bounds or the described surfaces such as distracting light and <br />gl are produci ng surfaces, radi 0 interference, smoke, steam or dust, <br />areas which attract birds, and hazards of a similar nature. <br /> <br />The subdistrict would only affect those few areas that are within the City1s <br />limits and under the described surfaces. (See the map and draft ordinance <br />language attached under separate cover.) The proposed text closely parallels <br />the County version. The map surfaces and extent are identical to the County <br />version. <br /> <br />The text does not include a list of permitted uses. That is lert to the parent <br />districts that remain in place. Rather, it includes perrormance standards <br />regarding (1) structural height, (2) electrical interference with <br />navigational aids and radio communication between the airport and aircraft, <br />and (3) visibility impairment that might endanger landing, take off, or <br />maneuvering of aircraft.
