<br /> " <br /> . <br /> '- <br /> PROPOSED FINDINGS e <br /> Alpharetta Drive paving, sanitary & storm sewer (?roject. <br /> A paving, sanitary and storm sewer construction project to serve <br /> Alpharetta Drive from Rio Glen to 700 feet East was initiated in <br /> April, 1985, by a petition representing 51% or property owners. <br /> Following receipt of the petition by property owners, the City <br /> Council approved the project by Resolution No. 3912 on April 17, <br /> 1985, directing the Public Works Department to prepare plans and <br /> specifications and authorizing the costs of the improvement to be <br /> assessed to properties within the improvement district in accor- <br /> dance with applicable sections or the Eugene Code, 1971. After <br /> receiving bids from five firms, it is recommended that the <br /> contract be awarded to Staton Construction, Inc. in the amount of <br /> $26,144.06. <br /> The estimated unit costs are $42.47 per front foot for pavl.ng, <br /> $0.114 per square foot for the lateral sanitary sewer assessment <br /> and $204.72 each for sanitary service. <br /> A hearing regarding the project contract award and assessment was -- <br /> held on September 3, 1985, at 7:30 P.M., in Council Chambers, <br /> arter notice to property owners. Hearings Official JackA. <br /> Billings presided. The Hearings Official heard public comment <br /> and staff presentations. The Hearings Official also reviewed the <br /> si t e on September 4 , 1965, and finds that: <br /> 1. The project was initiated .by petition of 51% of property <br /> owners. <br /> 2. There was negative comment regarding this project from <br /> owners or representatives of two of the involved properties. <br /> There was also a letter submitted which was against the sewer <br /> project. <br /> 3. In accoraance with the Eugene Cede, there is a need for <br /> a sani tary sewe.c improvment project to serve the last two lots on <br /> Alpharetta Drive. <br /> 4 In accordance with Section 8.579(d) of the Eugene Code, <br /> 1971, property owners shall be notified that they shall be <br /> allowed 18 months from the date the public sanitary sewer 1.S <br /> available within which to connect the building to the public <br /> - <br />
