Ms. Ehrman said much of the testimony concerned the "worst case scenario," and -- she does not think it will happen. The council will have many chances to change its action when it reviews the development. She is concerned about a lack of support for the project within the university community and about the university's action on classified research. Ms. Wooten said she favors height restrictions for the Special Development District. She asked the staff to discuss and recommend height restrictions when the council considers the Special Development District. Ms. Bascom said she is concerned about height restrictions. CB 2845--An ordinance adopting the Riverfront Park Study; and declaring an emergency. CB 2846--An ordinance adopting amendments to the Eugene- Springfield Metropolitan Area General Plan; and declaring an emergency. Mayor Obie recessed the meeting of the Eugene City Council and convened a meeting of the Eugene Urban Renewal Agency. III. RESOLUTION FOR RIVERFRONT PARK URBAN RENEWAL PLAN City Manager Micheal Gleason introduced the agenda item. Responding to questions, Mr. Sercombe said Res. No. 917 is a recommendation from the Eugene Urban Renewal Agency to the Eugene City Council. Res. No. 917--A resolution recommending adoption of the Riverfront Park Urban Renewal Plan.
