The City Council is considering a Ci ty of Eugene Personal <br /> <br />Income Tax Act which contains a limit on the tax rate and dedicates <br /> <br />the revenue expenditure thereof. <br /> <br />The Council has determined that a Charter Amendment creating <br /> <br />a city income tax, limiting the tax rate, and dedicating revenues <br /> <br />should be referred to the electors of the City. <br /> <br />NOW, THEREPORE, <br /> <br />BE IT RESOLVED BY THB CITY COUNCIL OP THE CITY OP EUGENE, <br /> <br />4It a Municipal Corporation of the State of Oregon, that the Measure <br /> <br />hereinafter set forth be submitted to the legal voters of the <br /> <br />City of Eugene, Oregon, at a special election to be held on <br /> <br />Tuesday, November 5, 1985: <br /> <br />MEASURE SUBMITTED TO THE <br />VOTERS BY THE CITY COUNCIL <br /> <br />Measure No. 51 <br /> <br />Charter Amendment creating income tax, limiting rates and <br />dedicating revenues. <br /> <br />Should there be a City income tax for capital expenditures <br />initially limited to 4/LO% of taxable income and later 1/4%? <br /> <br />Charter Amendment'creates city income tax. Limits <br />tax rate to 4/10% of taxable income. Limits tax rate to 1/4% <br />of taxable income when final paymen t for ci ty airport and <br />library improvements has been made. Dedicates income tax revenue <br />solely to improvements to the city airport and library, <br />e other city capital expenditures and administration of the tax. <br /> <br />THE CITY OF EUGENE DOES ORDAIN AS FOLLOWS: <br /> <br /> <br />1 - Resolution <br />
