Eugene City Council <br /> City Council Chamber <br /> October 9, 1985 <br /> Noon <br /> COUNCILORS PRESENT: Cynthia Wooten, Richard Hansen, Emily Schue, Ruth Bascom, <br /> Debra Ehrman, Roger Rutan, and Jeff Miller. <br /> COUNCILOR ABSENT: Freeman Holmer. <br /> The regular meeting of the City Council of the City of Eugene, Oregon, was <br /> called to order by Council President Cynthia Wooten in the absence of His <br /> Honor Mayor Brian B. Obie. <br /> I. ITEMS FROM MAYOR AND COUNCIL, APPOINTMENTS, ANNOUNCEMENTS, AGENDA <br /> ADJUSTMENTS <br /> A. Distribution of TransPlan <br /> e Councilor Bascom announced that the Metropolitan Area Transportation Committee <br /> had met and are distributing copies of the TransPlan, which councilors will <br /> receive before long. She said the projected vehicle registration in this area <br /> is seven percent of the projected vehicle registration in the state, but the <br /> area will only receive two percent of the State funds for street and highway <br /> improvements. She said our area is underfunded by the State. City represen- <br /> tatives should have an incentive for working hard to get a fair share of State <br /> funds. <br /> Answering a question from Councilor Wooten, Ms. Bascom said the TransPlan <br /> replaces the T-2000 Plan. The TransPlan contains projections for an addi- <br /> tional population of 100,000, but it does not project a date when the metro- <br /> politan area will have an additional 100,000 people. <br /> B. L-COG Appreciation Dinner <br /> Councilor Schue said the L-COG Appreciation Dinner will be held October 25, <br /> 1985. She urged councilors to attend. Senator Hatfield will speak. <br /> C. Police and Fire Response Times <br /> Councilor Miller said he has received inquiries from constituents about police <br /> and fire response times. He suggested the council review cost estimates of <br /> increasing the number of police officers and firefighters. Mr. Gleason <br /> responded that the council.s goal-setting session would be an appropriate time <br /> to discuss service levels.
