<br /> ,- <br /> ANNEXATION AND ZONE CHANGE FOR GREENHILL TECHNOLOGY PARK SITE <br /> October 10, 1985 e <br /> Pa ge 2 <br /> Information Received After Planning Commission Public Hearing <br /> On October 9, 1985, the Planning Department was informed of a recent siting of <br /> three rare endangered plants on a portion of the subject property. These <br /> sitings were confirmed in the Draft Enviromenta1 Imp'act Statement for 6th/7th <br /> Extension Project which was released on October 3, 1985. The siting of rare <br /> and endangered plants requires possible protection measures for a natural <br /> resource under Statewide Planning Goal 5. <br /> As a part of the Metropolitan Plan Mid-Period Review, the Metro Policy Commit- <br /> tee ha s forwa rded dra ft p 1 a n amendments on how to a ddress future i denti fi ed <br /> natural resources. The sitings associated with the subject annexation and <br /> zoning request do represent a new and possible natural resource area. Late <br /> last week, the Planning staff met with members of the Metro Planning Team to <br /> discuss the implications of this new information on the pending annexation and <br /> zone change request. It is the opinion of. the Metro Planning Team and the <br /> Planning staff that the annexation can proceed without delay and still reserve <br /> options in the future for further study and .possible protection of the rare <br /> plant area. The staff is also of the opinion that the, application of City <br /> zoning on the parcel can be approved with a minor amendment to the recom- <br /> mendation of the Eugene Planning Commission. ' - <br /> The staff recommends that the City Council attach the Site Review suffix to <br /> the portion of the industrial site which has been identified as the area of <br /> the. rare plants. The staff suggests the following specific Site Review con- <br /> cern be attached to provide interim protection of the rare plant area until <br /> further study can be done. The proposed Site Review concerns are as follows: <br /> 1. Due consideration to the preservation of attractive and distinctive <br /> historic an~ natural features; and <br /> 2., Protection of possible natural resource area prel iminarily identi- <br /> fied as containing rare and endangered plants. The purpose of this <br /> Site Review criterion is to restrict changes in use until the Goal 5 <br /> Evaluation Process has been completed (see Statewide Planning Goal <br /> 5) . <br /> The proposed final order prepared for council approval reflects the above <br /> sta ff recommenda ti on. The staff will also be available at the meeting to <br /> further explain the above information. <br /> Council Action Requested: <br /> 1. Recommend annexation of the subject property to the Lane County <br /> Local Government Boundary Commission. <br /> 2.
