"
--
important corner of the downtown area. If the building can be retained
until the utility's needs call for structured parking, a number of
options are possible.
4. When additional parking is needed on the site in the form of structured
parking, we would 1 i ke the Board to consider the feasibil ity of
developing structured parking that could meet EWEB's parking needs while
also contributing to solutions to parking problems in the surrounding 5th
Street District Area. When the time comes to develop structured parking,
public and private resources in the area (including the potential use of
tax increment district revenues) could be coordinated and combined to
provide a more efficient use of both land and financial resources.
At that time, we would also like to participate a feasibility analysis
investigating the potential for ground floor commercial development
along High Street as part of the structured parking. In this way, the
removal of the Midgleys Building for structured parking and the resulting
loss of commercial vitality and intensity could be compensated for with
the activity generated by street level retail in the future parking
structure.
5. Finally, the Council would 1 i ke to express its support . for EWEB's
continued presence in the downtown area. We are forwarding these comments
in the spirit of arriving at a plan for this portion of the downtown area '-
that wi 11 ma ke a significant contribution to the community. Once the
Board makes its decision on the EWEB Master Plan's components, we would
1 i ke to offer our assistance and support in identifying and pursuing
financial resources to implement the plan.
plpdewcl
-
4
