<br />.~ ~ <br />.~ <br /> MEMORANDUM <br />- October 24, 1985 <br /> TO: Mayor and City Council <br /> FROM: Fire and Emergency Services Department <br /> RE: LONG RANGE PLAN <br /> Staff in the Fire and Emergency Services Department have completed a long- <br /> range planning process and are bringing before the Council for ~ublic <br /> hearing the draft Long Range Plan for Fire and Emergency Services, which is <br /> expected to provide direction and policy guidance for the department over <br /> the next 15 years. The plan document covers every phase of department re- <br /> sponsibility, including fire suppres~ion, fire prevention, emergency medical <br /> services, and related emergency and support activities. The draft plan is <br /> organized into seven sections; four of these sections~-Metro Services, Code <br /> Development and Enforcement, Department Infrastructure, and Public Education-- <br /> have been before the Planning Commission, which amended and now forward them <br /> to the Council. Three additional sections of the plan--Emergency Operations, <br /> Human Resources and Training, and Department Administration--are being review- <br /> ed by the City's executive managers, but are included in the draft document <br /> to allow for public review and comment. <br /> . <br /> The planning process began in mid-1984. In order to give the department1s <br />e employees a sense of ownership, and due to the technical aspects of many <br /> of the department1s operations~ the initial step in developing the plan <br /> wa~: the formation of a number of committees, made up of department members. <br /> The initial recommendations of these committees were placed into plan format.,. <br /> at which point a Citizen Advisory Group was formed to: l)review the draft <br /> document to ensure that it was complete, practical, and understandable to the <br /> general public, 2)advise planning committees of community concerns not ade- <br /> quately addressed in the draft, and 3)inform their constituent groups of the <br /> planning process, solicit input, and support the plan through adoption. After <br /> consulting with staff in the City Manager's Office, the following groups/ <br /> organizations were invited to provide representation on the CAG: Eugene Area <br /> Chamber of Commerce, Lane County Board of Commissioners. Emergency Medical <br /> Services Advisory Board, Lane County Chapter of the American Red Cross, Lane <br /> Community College Advisory Board. Lane County Insurance Agents Association, <br /> Lane County Fire Defense Board, City of Springfield, Lane County Medical <br /> Society, Neighborhood Leaders, the local chapter of the American Association <br /> of Retired Persons. and the League of Women Voters. The CAG was chaired by <br /> Gerry Gaydos, the Chamber of Commerce representative, and a member of the <br /> Planning Commission. <br /> Following the CAG's review and modification of the document, it was publicized <br /> through the news media and presentations on the proposea plan were made to the <br />e Neighborhood Leaders, the Chamber of Commerce Planning and Land Use Sub- <br /> committee, and the Joint Committee on Economic Development. In addition. the <br /> plan was the topic of a number of presentations made by department staff to <br /> various civic groups. <br /> The Planning Commission, following a worksession on the plan. held a September <br /> 17 public hearing on the plan, receiving written testimony on the document <br /> . <br />
