When absorption slows sufficiently, <br />so will development of new student housing development. <br />Manufactured homes <br />Manufactured homes are and will be an important source of affordable <br />housing within the City of Eugene in the future. They provide a form of <br />homeownership that can be made available to low and moderate income <br />households. Cities are required to plan for manufactured homes—both on <br />lots and in parks (ORS 197.475-492). <br />Generally, owners of manufactured homes in parks pay rent for the space. <br />Monthly housing costs are typically lower for a homeowner in a <br />manufactured home park, especially because property taxes levied on the <br />value of the land are paid by the property owner rather than the <br />manufactured homeowner. However, the value of the manufactured <br />home generally does not appreciate in the way a conventional home <br />would. Manufactured homeowners in parks are also subject to the mercy <br />of the property owner in terms of rent rates and increases. It is generally <br />not within the means of a manufactured homeowner to relocate a <br />manufactured home to escape rent increases. Living in a park is desirable <br />to some because it can provide a more secure community with on-site <br />managers and amenities, such as laundry and recreation facilities. <br />In 1990, the City had 2,250 manufactured homes. This increased to 2,622 <br />manufactured homes in 2010, an increase of 372 dwellings over 20 years. <br />Between 2001 and 2012, the City issued 246 permits for manufactured <br />homes on lots and 360 permits for new manufactured homes in parks. <br />According to Census data, 92% of the manufactured homes in the City <br />were owner -occupied in 2010. <br />OAR 197.480(4) requires cities to inventory the mobile home or <br />manufactured dwelling parks sited in areas planned and zoned or <br />generally used for commercial, industrial or high-density residential <br />development. Table 18 presents the inventory of mobile and <br />manufactured home parks within Eugene in 2012. The results show that <br />Eugene had 29 manufactured home parks with 3,021 spaces and 47 vacant <br />spaces. According to City of Eugene staff, three manufactured home parks <br />closed over the 2001 to 2012 period and one subdivided. <br />Part 11 — Eugene Housing Needs Analysis ECONorthwest Page 71 <br />
