assessor data and the Lane County land use code system, lands defined as committed include <br />the following: <br />o Government Property (e.g. city, county, state, federal) <br />o City, County and State Parks <br />o School District Property (e.g. 4J and Bethel) <br />o Transportation Rights -of -Way (e.g. streets, rail) <br />o Cemeteries <br />o Bonneville Power Administration (BPA) easements <br />• Vacant land is land suitable for development that is identified with a "vacant" land use code in <br />the regional land use code system or has insignificant improvements of less than $1,000 in 2012 <br />assessed value.' <br />• Developed land is identified with a "developed" type of land use code in the regional land use <br />classification system or with significant improvements of at least $1,000 in 2012 assessed value. <br />Developed land may also have redevelopment potential and, as discussed below, additional <br />capacity if the land is larger. <br />The land model results' by land type are as follows: <br />Protected & Committed Land <br />• Lands can be classified as committed or protected, or both (e.g. government owned land with <br />protected wetlands) and as such these classes are not mutually exclusive and are reported on as <br />one combined category.' <br />• Additionally, analysis was done after the land model was run to address government surplus <br />land. Some government owned land has been officially designated as surplus land, meaning it is <br />anticipated for disposal and will not be committed to public use in the future. Since these sites10 <br />are still in public ownership, the model initially classifies them as committed. To correct this, for <br />confirmed surplus sites the public ownership characteristic in the model is overridden so that <br />the land type is assigned as if it were in private ownership. This did not result in additional <br />capacity for residential as many of these sites are fully developed. <br />• The combined committed and protected acres is 13,880 acres for all of the plan designations in <br />the UGB which equates to approximately 40% of Eugene's 34,503 acres.
