4.2 Residential development capacity of land <br />on redevelopable lots <br />The City identified some additional development capacity on residential <br />land to accommodate additional housing through redevelopment, where <br />new housing is built on mostly developed land that may require removal <br />of all or a portion of the existing development. This baseline estimate of <br />capacity was based on historical redevelopment trends and is an estimate <br />of redevelopment potential without additional market interventions. In <br />other words, the City estimated the amount of redevelopment expected to <br />occur without additional actions taken by the City to encourage it (e.g., <br />new policies or other strategies to increase redevelopment activity). <br />The baseline redevelopment estimates are derived from historical <br />redevelopment trends that occurred on smaller developed lots. Lots <br />considered for redevelopment potential included only those smaller than <br />the minimum lot size used to identify partially vacant land: less than one <br />acre in LDR, less than .5 acre in MDR, and less than one acre in HDR. <br />LDR Redevelopment Land <br />The amount of redevelopment assumed to occur in LDR areas was <br />determined based on the number of units developed through <br />redevelopment during the 2001 to 2012 period that was redevelopment. <br />This analysis assumes that this number of new units resulting from <br />redevelopment will remain the same over the 2012-2032 period. These <br />baseline redevelopment estimates require no new land to accommodate <br />the anticipated residential development. <br />Some developed LDR lots less than an acre in size will be divided, <br />resulting in increased capacity in the future. During the 2001 to 2012 <br />period, an average of 31.3 new lots per year resulted from dividing <br />developed LDR lots less than one acre in size. Assuming the same amount <br />of redevelopment will occur annually, an additional 627 lots will be <br />created by dividing more of these smaller developed LDR lots. <br />Table 62.
