A Metro Plan amendment is made to the first paragraph under <br />Section A in Chapter III of the Eugene -Springfield Metropolitan Area General Plan (with no <br />changes to the footnote) as follows: <br />A. Metropolitan Residential Land Use and Housing <br />Element <br />The Metro Plan Residential Land Use and Housing Element addresses the <br />housing needs of current and future residents of the entire Eugene -Springfield <br />metropolitan area through 2015. In 2011, the City of Springfield and Lane <br />County adopted a Residential Land Use and Housing Element that addresses <br />Springfield's city -specific residential land needs through 2030.13 In 2017, the <br />City of Eugene adopted the Envision Eugene Residential Land Supply Study to <br />address Eugene's city -specific residential land needs through 2032. [TNs <br />Sid] These city -specific actions waswere based on the mandates set out in <br />ORS 197.304, described in more detail in the Metro Plan Preface and Chapter 1. <br />In adopting its city -specific update in 2011, Springfield made it clear that the <br />regional housing goals andolp icier in this Metropolitan Residential Land Use and <br />Housing Element would continue to apply to Springfield. However, the findings <br />in this Metro Plan element no longer apply on the east side of Interstate 5. In <br />adopting its city -specific actions in 2017, Eugene also made it clear that the <br />regional goals and policies in this Housing Element would continue to apply to <br />Eugene, but thefindings would no longer apply within Eugene. The Envision Eugene Comprehensive Plan is amended as follows: <br />(a) The Introduction text of the Eugene Urban Growth Boundary chapter is <br />amended as shown on Exhibit A-1 ("Envision Eugene Comprehensive Plan <br />Amendments") attached to this Ordinance. <br />(b) The Envision Eugene Residential Land Supply Study attached to this <br />Ordinance at Exhibit A-2 is adopted as Appendix C to the Envision Eugene <br />Comprehensive Plan. Part II of the Envision Eugene Residential Land Study is the <br />City's Housing Needs Analysis and Part V is the City's Residential Buildable Lands <br />Inventory for (2012-2032). <br />Section 3. The entry for "Minimum Net Density per Acre" in the "Density" section of <br />Table 9.2750 of the Eugene Code, 1971, is amended to provide as follows: <br />9.2750 Residential Zone Development Standards. In addition to applicable provisions <br />contained elsewhere in this code, the development standards listed in this section <br />and in EC 9.2751 to EC 9.2777 shall apply to all development in residential zones. <br />In cases of conflicts, standards specifically applicable in the residential zone shall <br />Ordinance - Page 2 of 4 <br />
