Eugene Ordinance Exhibit B <br />[Lane County Ordinance Exhibit B] <br />Statewide Planning Goal 18 - Beaches and Dunes <br />Statewide Planning Goal 19 - Ocean Resources <br />There are no coastal, ocean, estuarine, or beach and dune resources related to the property effected by <br />these amendments. Therefore, these goals are not relevant and the amendments will not affect <br />compliance with Statewide Planning Goals 16 through 19. <br />Local Government Criteria <br />City of Eugene Criteria <br />EC 9.7735 Metro Plan Amendments — Criteria for Approval. The following criteria shall be <br />applied by the city council in approving or denying a Metro Plan amendment application: <br />(1) The proposed amendment is consistent with the relevant Statewide Planning Goals; <br />The Metro Plan amendments made by this ordinance are very limited. The amendments add a sentence <br />that refers readers of the Metro Plan to the Envision Eugene Residential Land Supply Study that (by this <br />action) is adopted as an appendix to the Envision Eugene Comprehensive Pan and they inform readers <br />that, through actions taken by this ordinance, the "findings" in the Metro Plan Residential Land Use and <br />Housing Element are no longer applicable within the Eugene. The findings in that element of the Metro <br />Plan were derived from now outdated data and/or studies of the combined Eugene -Springfield <br />residential land supply and demand. That data and those studies are no longer valid and Measure 3337, <br />passed by the Oregon Legislature in 2007, prohibits such regional data and plans from being updated. <br />For Eugene, the Envision Eugene Residential Land Supply Study replaces those studies, and is being <br />adopted as an Appendix to the Envision Eugene Comprehensive Plan, as opposed to the regional Metro <br />Plan, because it relates only to Eugene's UGB. This is consistent with the Statewide Planning Goals. <br />(2) The proposed amendment does not make the Metro Plan internally inconsistent. <br />The Metro Plan amendments made by this ordinance are very limited. The amendments add a sentence <br />that refers readers of the Metro Plan to the Envision Eugene Residential Land Supply Study that (by this <br />action) will be an appendix to the Envision Eugene Comprehensive Pan, and they inform readers that, <br />through actions taken by this ordinance, the "findings" in the Metro Plan Residential Land Use and <br />Housing Element are no longer applicable within the Eugene. <br />The findings in that element of the Metro Plan were derived from now outdated data and/or studies of <br />the combined Eugene -Springfield residential land supply and demand.
