future households as well as those households whose circumstances <br />suggest that they will have special problems in finding adequate and <br />affordable housing services. That analysis occurs after, and largely <br />independent of, the forecast of new housing that is likely to be built to <br />supply effective demand. <br />In summary, Goal 10 intends that cities and counties identify housing <br />need and develop a land use policy framework that meets identified <br />needs. One of the key issues that is addressed in a housing needs analysis <br />is how much land is needed for different housing types, and therefore <br />must be designated for different housing types.
