2 HISTORICAL AND RECENT DEVELOPMENT TRENDS <br />Analysis of historical development trends in Eugene provides insights <br />into how the local housing market functions. The housing type mix and <br />density are also key variables in forecasting future land need. Moreover, <br />such an analysis is required by ORS 197.296. The specific steps are <br />described in Task 2 of the DLCD Planning for Residential Lands Workbook: <br />1. Determine the time period for which the data must be gathered <br />2. Identify types of housing to address (all needed housing types) <br />3. Evaluate permit/ subdivision data to calculate the actual mix, <br />average actual gross density, and average actual net density of all <br />housing types <br />ORS 197.296 requires the analysis of housing mix and density to include <br />the past five years or since the most recent periodic review, whichever <br />time period is greater.4 The City's last periodic review ended in 2007, five <br />years before the 2012 planning period began. Therefore, ORS 197.296(5)(a) <br />would require the City and County to rely on the five-year data set: 2007 - <br />2012. The City, however, made significant changes to the residential <br />densities allowed in its zoning code in August 2001. Therefore, the City <br />relied on the exception set out in (5)(c)5 to use data collected from an 11 - <br />year time period: 2001- 2012. This longer time period was used because it <br />provides more accurate, complete and reliable data relating to trends <br />affecting housing need than a five-year analysis, especially because 2007- <br />2012 data would have been concentrated on years of nation-wide <br />economic recession and because residential development prior to 2001 <br />was not subject to the new standards in the zoning code. Since the City <br />and County adopted a new land use code in 2001, that year provided an <br />ideal starting point for collecting data. The period used in the analysis of <br />housing density and mix is 2001 to 2012.
