2.3 Trends in Tenure <br />The housing mix by type (i.e., percentage of single-family detached, <br />single-family attached, and multi -family dwellings) is an important <br />variable in any housing needs assessment. Distribution of housing types is <br />influenced by a variety of factors, including the cost of new home <br />construction, area economic and employment trends, demographic <br />characteristics, and amount of land zoned to allow different housing types <br />and densities. <br />Figure 3 show changes in Eugene's tenure for occupied units from 1990- <br />2010. About 50% of housing in Eugene was owner -occupied in 2010, <br />consistent with homeownership rates in 1990 and 2000. <br />Eugene's homeownership rate has historically been lower than the County <br />or State average. In 2011, Eugene's homeownership rate (45%) was lower <br />than the County average of 60% or the State average of 62%. Eugene's <br />relatively low homeownership rate is consistent with Eugene's large <br />population of students, such as those attending the University of Oregon. <br />Figure 3.
