<br /> M I NUT E S <br />e Eugene City Council <br /> City Council Chamber <br /> October 28, 1985 <br /> 7:30 p.m. <br /> COUNCILORS PRESENT: Cynthia Wooten, Richard Hansen, Emily Schue, Freeman <br /> Holmer, Ruth Bascom, Debra Ehrman, Roger Rutan, Jeffrey <br /> Miller. <br /> The adjourned meeting of October 23, 1985, of the City Council of the City of <br /> Eugene, Oregon, was called to order by His Honor Mayor Brian B. Obie. <br /> r. PUBLIC HEARING <br /> A. Fire and Emergency Services Long-Range Plan (memo, resolution <br /> distributed) <br /> Assistant Manager Dave Whitlow introduced the agenda item. Tim Birr of the <br /> Fire and Emergency Services Department gave the staff report. He said the <br /> planning process for the Fire and Emergency Services Long-Range Plan began <br />e over a year ago. The plan is part of a City-wide goal of having long-range <br /> plans for every department. The plan will provide a policy framework for <br /> decision making by the budget committee, the council, and the Fire and <br /> Emergency Services Department for the next 15 years. <br /> Mr. Birr said a Citizen Advisory Committee reviewed the plan and the commit- <br /> tee's suggestions were incorporated into it. The plan was also reviewed by <br /> neighborhood groups, civic groups, and the Planning Department. Mr. Birr said <br /> the redeployment plan proposed by the department is not part of this long- <br /> range planning document although it was developed during the same time frame <br /> as the long-range plan. The redeployment plan is a specific proposal for <br /> relocating resources and is not under consideration by the council at this <br /> time. <br /> Mayor Obie opened the public hearing. There being no requests to testify, he <br /> closed the public hearing. <br /> Answering a question from Councilor Wooten, Mr. Birr said the relocation of <br /> Fire Station #2 is part of the redeployment plan. It will provide a more even <br /> distribution of resources. The area south of the present location of Station <br /> #2 can be covered from three stations. The relocation of Station #2 will <br /> permit coverage of the area to the north. <br /> Councilor Holmer said he assumed adoption of the long-range plan would not <br /> commit expenditures. Referring to Suggested Action 10.1 in the Code Develop- <br /> ment and Enforcement element, he said requiring sprinklers or compartmentali- <br />e. zation in all new construction exceeding 5,000 square feet might be extreme, <br /> MINUTES--Eugene City Council October 28, 1985 Page 1 <br />
