<br /> <;- <br /> <... <br /> PRELIMINARY STAFF NOTES <br /> - PUBLIC HEARING ON REQUEST FOR STREET VACATION <br /> Williams Bakery (SV 85-3) <br /> Assessor's Map 17-03-32-4 4 <br /> located from the south margin of East. 13th <br /> Avenue south 400 feet (approximately) <br /> Applicant is proposing to vacate Moss <br /> Street, a 80-foot-wide public right of way <br /> extending from the south margin of East 13th <br /> Avenue south 400.2 feet <br /> Request/Background Information <br /> The applicant, Williams Bakery, is proposing to vacate Moss Street, a public <br /> right of way adjacent to their property. Tax lots in their ownership adjacent <br /> to the proposal are 1000, 1300, 1400, 8200, and 8300. Site feasibility <br /> studies for expansion of the bakery facility conclude that the vacation of <br /> Moss Street logically addresses future needs. <br /> . <br /> land use in the area is basically divided between the commercial, along <br /> Franklin Boulevard, and the residential to the south. Williams Bakery owns <br /> all the land fronting both sides of the proposed street vacation. Along the <br /> e west side are their administrative offices and production facilities which <br /> include mixing, baking, wrapping, and shipping. East of Moss Street ;s the <br /> ~~rift store, truck maintenance, and employee parking facilities. South of <br /> the main bakery facility is Bean Hall, located on the northwest corner of Moss <br /> Street and East 15th Avenue. Also in University ownership are the <br /> single-family dwellings east of Moss Street north of East 15th Avenue, and <br /> south of the bakery parking. Zoning districts in this area include C-2 <br /> General Commercial District. This area includes the Williams Bakery facility <br /> and other commercial development located along both sides of Franklin <br /> Boulevard (see attached map). Pl Public land District zoning includes the <br /> Bean Hall dormitory and University-owned single-family housing at the <br /> northeast corner of Moss Street and East 15th Avenue. See attached map for <br /> University of Oregon ownership. <br /> On August 23, 1985, referrals/notifications were sent to the Engineering <br /> Division of the Public Works Department, Fire, Police Department, Fairmount <br /> Neighborhood Association, Northwest Natural Gas, Pacific Northwest Bell, and <br /> the Group W eable. Comments, concerns, or conditions of the proposed vacation <br /> were returned to this office and will be incorporated into the findings <br /> section of this review. Notification to adjacent owners was made by the <br /> applicant prior to submittal of the proposed request and incorporated as part <br /> of the application.
