<br /> Carolyn Frengle, Director of Food for lane County, thanked the council for the <br />e contribution from the Civic Emergency Fund. She said the money will be used <br /> to buy chickens for about 5,000 food boxes and about 2,000 meals which will be <br /> provided during the holidays. <br /> Mr. Hansen moved, seconded by Ms. Schue, to authorize the <br /> expenditure of up to $3,000 from the Civic Emergency Fund for <br /> holiday food baskets. Roll call vote; the motion carried <br /> unanimously, 8:0. <br /> VI. RESOLUTION CONCERNING A COMPREHENSIVE TEST BAN TREATY (memo, resolution, <br /> background information distributed) <br /> City Manager Micheal Gleason introduced the agenda item and said Ms. Wooten <br /> would discuss it. <br /> Ms. Wooten said she was enthusiastic about the proposed resolution supporting <br /> a comprehensive test ban treaty. She said local governments can affect the <br /> negotiations which will take place in Geneva when United States President <br /> Ronald Reagan and Soviet Premier Gorbachev meet. She said City Councilors <br /> have a responsibility to assist in avoiding nuclear war. She noted the <br /> council has supported a nuclear freeze, and she said a ban on the testing of <br /> nuclear weapons is part of a nuclear freeze. She discussed what a ban on the <br /> testing of nuclear weapons would mean. <br />e Ms. Schue said the appropriateness of council actions on issues outside its <br /> jurisdiction and beyond its authority are always raised and the council has a <br /> firm policy against approving resolutions for promotions such as National <br /> Pickle Week. However, she thought the proposed resolution was different <br /> because it concerns life and death for everyone. Quoting a comment Councilor <br /> Gretchen Miller made some years ago, Ms. Schue said a nuclear explosion in <br /> City Hall would obliterate all of the city and, consequently, the matter is an <br /> appropriate issue for the City Council. She was comfortable supporting the <br /> resolution because of its overriding importance. If it did any good at all, <br /> it would be worth the effort. <br /> Res. No. 3949--A resolution in support of a Comprehensive Test <br /> Ban Treaty. <br /> Ms. Schue moved, seconded by Ms. Ehrman, to adopt the <br /> resolution. <br /> Mr. Holmer moved, seconded by Mr. Hansen, to table the <br /> resolution.
