<br /> 1 <br /> " <br /> [ <br /> e <br /> M E M 0 RAN DUM <br /> November 20, 1985 <br /> TO: City Counc il <br /> FROM: Planning and Development Departments <br /> SUBJ: PLANNING COMMISSION/DOWNTOWN COMMISSION ROLES AND <br /> RESPONSIBILITIES <br /> Following the City Councills deliberations on the Willamette Street <br /> opening earlier this year, you requested that staff to conduct an analysis <br /> of planning related activities involving action by both the Planning and <br /> Downtown Commissions. The purpose of this request was to identify the <br /> ro 1 e s and responsibil ities of the two commissions and appropriate <br /> processes for their review of planning related issues. <br /> The report attached under separate cover identifies the following eleven <br /> areas that-involve the two commissions in planning related activities: e <br /> l. Dowtown Plan Amendments and Updates <br /> 2. Urban Renewal Plan Updates <br /> 3. Other Downtown-related Planning Documents <br /> 4. Downtown Housing Planning and Implementation <br /> 5. Capital Improvements Program <br /> 6. Downtown Public/Private Development <br /> 7. Downtown Transit Issues <br /> 8. Parking Program Redesign <br /> 9. Improvements in the Public Right-of-Way <br /> 10. Amendments to the Eugene Code <br /> 11. Land Use Application Review <br /> For each area, the report identifies the existing code provisions relevant <br /> to the responsibil ities of the commissions, describes the existing <br /> process and roles of the two commissions, identifies any issues or <br /> problems that surfaced duri ng recent commission actions, and proposes <br /> revised processes. The proposed processes are intended to clarify the <br /> roles and relationships of the two commissions and can be implemented by <br /> staff without any changes in the Eugene Code. <br /> The report was reviewed and approved by the Downtown Commission on October <br /> 23 and by the Planning Commission on November 4. Following your review <br /> and approval, staff will use the report to struct.ure the future <br /> deliberations and actions of the ~wo commissions. <br /> e <br />
