He said some expensive capital improvements had useful lives of from 15 <br /> to 50 years, and accurate growth figures were needed in order to make the <br /> proper improvements at the necessary time. <br /> No further comments were offered, and Ms. Larson said individual jurisdictions <br /> would continue discussions later. <br /> II. PUBLIC HEARINGS ON METROPOLITAN PLAN DIAGRAM AMENDMENTS <br /> Mr. Gordon said copies of information packets were available at the table. He <br /> said the record included summaries of recommendations, Planning Commission <br /> minutes from previous meetings, and copies of officials' conflict of interest <br /> and ex parte contact forms. He also said five pieces of written testimony had <br /> been submitted to L-COG before the deadline, and copies of those also were <br /> available as part of the record. Mr. Gordon said because diagram amendments <br /> e affected a narrow group of property owners, staff recommended using a quasi- <br /> judicial hearing process.
