I NTRODUCTI ONS A meeting of the City Council of the City of Eugene, Oregon was called to order by His Honor Mayor Brian B. Obie. Springfield City Council President Christine Larson said Springfield councilors were outside of their jurisdiction and were in attendance only to receive information. Lane County Board of Commissioners Chair Peter DeFazio declared the board in session and said another hearing on the TransPlan was tentatively scheduled for 1 :30 p.m. on the last Wednesday in January. Lane Transit District Board of Directors President Janet Calvert said the board was not required to hold a public hearing, but members were present to hear citizens' concerns. Mayor Obie reviewed the order of the agenda, noting that public testimony would be limited to items included in the TransPlan. He asked those testi- fying to complete sign-up sheets and to try to keep testimony within four minutes because of the number of speakers expected.
