<br /> i <br /> . <br /> f. Historic Preservation Element Policy #3 (page "1-1-2) encourages the <br /> development of a metropolitan nonprofit historic preservation <br /> development organization. Mr. Silvermoon noted that no steps have <br /> been taken to implement th is policy. <br /> g. Energy Element Policy #1 (page 111-J-4) calls for the development of a <br /> metropolitan energy management plan. <br /> h. Citizen I nvolvement Element Policy #2 (page III-K-3) requires <br /> adequate funding for a variety of citizen involvement programs. Mr. <br /> Silvermoon questioned whether the current citizen involvement <br /> program for the metropolitan area has been adequately supported <br /> financially or evaluated for effectiveness. <br /> 2. Mr.Silvermoon was also concerned that all of the policies of the Metro Plan <br /> were not formally addressed during the Mid-Period Review. <br /> While staff feels that Mr. S'ilvermoon's concerns are valid, it is felt that they are <br /> not within the scope of the Periodic Review criteria and are therefore not <br /> appropriate to the Periodic Review process.
