<br />e <br /> <br />must be in compliance with the new code within 15 years, including <br />billboards. <br /> <br />Mr. Miller noted that the Planning Commission recommended that IIsandwich <br />boards" be eliminated and asked whether the commission has given <br />consideration about how, in the future, businesses will be able to satisfy <br />the need provided by sandwich boards. Ms. Nathanson said the commission <br />decided to recommend prohibition of "sandwich boards" because of problems <br />surrounding enforcement and safety. These signs pose a particular hazard to <br />those with sight or mobility impairments. <br /> <br />e <br /> <br />Responding to a question, Ms. Nathanson said that the Planning Commission has <br />not discussed the issue of increased sign fees. Mr. Holmer pointed out the <br />importance of increasing sign fees to ensure that regulation of the more <br />stringent Sign Code will be self-sustaining. <br /> <br />Ms. Nathanson indicated that because of the traffic safety hazard posed by <br />Electronic Message Centers (EMCs), the Planning Commission decided that these <br />should be eliminated as well. Responding to a question, Ms. Nathanson said <br />that because of a constitutional provision which prohibits the regulation of <br />signs by content, time and temperature signs, one type of EMC, could not be <br />permitted. When asked about the status of the Hult Center's newly erected <br />sign, Ms. Nathanson said that the Hult Center sign would be permitted as a <br />legal nonconforming sign. <br /> <br />Mr. Bennett inquired about the nature of public testimony which the Planning <br />Commission received at its public hearings. Ms. Nathanson said that, as an <br />example, several business owners testified that Sign Code restrictions might <br />hurt their business, particularly those who do not have enough money for <br />other types of advertising. <br /> <br />Mr. Holmer requested an estimate from the City Manager on the projected <br />financial impact of new code enforcement.
