If Mr. Holmer's proposal were followed, Mr. Gleason said a presentation on future salary increases would have to be given in executive session, and that this would destroy the City's bargaining position because media people would be present. He said there had been no major labor disputes at the City since he had been named City Manager. Mayor Miller said the two main issues being discussed seemed to be management versus policy, and council involvement with personnel issues. He said the budget issues being discussed might cause the council to become involved with personnel matters. Ms. Bascom pointed out that the council was supposed to be deciding which issues the Budget Committee should discuss at its June 5 meeting. Mr. Boles said the issue was what items the council wanted on the Budget Committee's work plan. He said the committee could provide support for the council, particularly in terms of the Transient Room Tax, the Airport earnings report, long-range financial planning, and a facilities study. Ms. Ehrman said the council was asking Mr. Gleason about the process of arriving at salary decisions, not about specific numbers. She said she was curious about what factors were involved in the salary process.
