Roll call vote; the motion carried unanimously, <br /> 5:0. <br /> Council Bill 4234 was read the second time by number only. <br /> Mr. Bennett moved, seconded by Ms. Ehrman, that the bill be <br /> approved and given final passage. Roll call vote; all <br /> councilors present voting aye, the bill was declared passed <br /> (and became Ordinance No. 19704). <br /> V. PUBLIC HEARING: ORDINANCE CONCERNING THE VACATION OF STREET AND <br /> ALLEY RIGHT-OF-WAY WITHIN THE AREA OF THE RIVER EDGE PUBLIC PLAZA <br /> City Manager Mike Gleason introduced the topic. Jim Croteau, Planning and <br /> Development Department, reported that the proposed street and alley <br /> right-of-way vacation is for the area of the River Edge Public Plaza located <br /> adjacent to the EWEB headquarters building and the Willamette River. The <br /> project completes a joint planning effort to provide a destination point and <br /> access to the river and bike trail. The proposed vacation would return the <br /> property to public uses such as bicycling, walking, and other plaza-related <br /> activities. EWEB has agreed to assume responsibility for maintenance of the <br /> plaza and liability within the plaza area will be shared by the City and <br /> e EWEB. <br /> Answering a question from Ms. Ehrman, Mr. Croteau said the small bollards <br /> would remain to prevent cars from entering the plaza area. <br /> Ms. Bascom asked EWEB representative Anthony Lum about the use of the plaza <br /> area by food vendors and other community organizations. Mr. Lum referred to <br /> EWEB's existing public plaza policy, a pushcart vendor policy, and a permit <br /> use policy and said that the area would be monitored to assure enjoyable, <br /> nonconflicting use of the facility. <br /> Ms. Bascom encouraged EWEB to work with PARCS to actively encourage the use <br /> of the area. <br /> Responding to Ms. Ehrman's inquiry about a smaller alley space described as <br /> parcel 2, Mr. Croteau said that area provides access to the delivery area at <br /> the rear of the north building (cafeteria) and its use will not be <br /> encouraged. <br /> Mayor Miller opened the public hearing. There being no requests to speak, <br /> the public hearing was closed. <br /> Mr. Gleason commented that the master plan agreement of which this project is <br /> a part, represents a positive effort at intergovernmental cooperation that <br /> benefits the community. <br /> e <br /> MINUTES--Eugene City Council July 9, 1990 Page 4 <br />
