e B. Basketball Hoops
Ms. Schue asked if the council felt basketball hoops should be allowed on
streets within the city limits, thereby causing youth to play basketball in
the street.
Mr. Holmer said there were many such basketball hoops already erected around
the city and it would be difficult to enforce a prohibition.
Mr. Whitlow said the issue had been discussed in the past and the council had
agreed to leave its ordinance as it was and to enforce it when complaints
were filed.
Ms. Bascom said people had complained to her that there were not enough
basketball courts in Eugene.
C. Riverbank Bike Trails
Ms. Bascom said she was working with City staff to ensure that standards were
met on construction of a bike trail connection between Alton Baker Park and
Centennial Boulevard. She said the City's Master Plan included a bike trail
connection on the east side of the Valley River Inn. She said it was
possible this connection could be built as a part of the development of a
parcel of land adjacent to the inn.
D. EWEB Plaza
e Ms. Bascom said she had talked to staff at the Parks, Recreation, and
Cultural Services Department about bright lighting at the EWEB Plaza. She
said she felt the area would be used more by the public if it were not so
stark. She said construction of the plaza was at City expense, but
improvements were EWEB's responsibility.
Staff was requested to communicate with EWEB regarding its landscaping plans.
E. Amtrak
Mr. Boles referred to a memo to the council on the possibility of an Amtrak
route between Eugene and Seattle, without the long Portland layover. He
suggested the council take immediate action on the suggestion. Ms. Bascom
said the issue would be discussed by the State Legislature.
Mayor Miller requested that staff send a letter to the Legislature stating
the council's support of the Amtrak proposal.
F. Neighborhood Watch/Night Out
Mr. Green commended Bev Collins of the Department of Public Safety for her
part in the Neighborhood Watch Night Out held the previous night. He said
the event had been a very positive experience for his neighborhood.
e MINUTES--Eugene City Council August 8, 1990 Page 7
