<br />e to pick up $50,000 of general obligation bond debt in FY92 based on current <br /> fund projections. <br /> Mr. Boles stated that the council must consider whether it is willing to <br /> continue the debt service in the General Fund. <br /> Ms. Ehrman said that Airport General Manager Mike Boggs should be made aware <br /> of the council's concern on this issue at the council's Monday work session. <br /> 2. Industrial Lands Replacement Study <br /> Mr. Holmer voiced concern with the amount of time that has been taken to <br /> reach a decision on this issue. He pointed out that a Metro Plan amendment <br /> requiring replacement industrial lands for those impacted by wetlands was <br /> passed three years ago. Mr. Holmer stated that those persons who own land <br /> that might be affected remain uncertain about the eventual decision outcome <br /> and are frustrated by the long delays in reaching a decision. Ms. Ehrman <br /> noted that the delays on this issue may be explained by the number of juris- <br /> dictions which have been working on this issue. <br /> Mr. Bennett said that he did not feel industrial lands replacement to be a <br /> priority council concern and noted that the inability to identify land of a <br /> marketable quality is another possible source of delay. Mr. Boles agreed <br /> that the industrial lands replacement process is proceeding as rapidly as <br /> possible. <br />e 3. Economic Diversification Strategic Plan <br /> Ms. Ehrman asked the council whether it felt that it was necessary for the <br /> update of this plan to be on the council's "fast track." In response, Ms. <br /> Bascom reminded the council of its decision to disband the Council Committee <br /> on Economic Diversification. She explained that this item was on the commit- <br /> tee's work plan and said that an effort is being made to complete the plan <br /> update. <br /> E. Goal V--Social Goal: Promote Development and/or Availability of <br /> Low- to Moderate-Cost Housing <br /> 1. Innovative Industrialized Housing Initiative <br /> Mr. Boles expressed frustration with the amount of time that is being taken <br /> on this plan. He said that he strongly supports the partnership behind this <br /> project, but emphasized the need for results. <br /> Mr. Gleason emphasized that this proposal has tremendous opportunities asso- <br /> ciated with it, but also involves a lot of players and a lot of risk. <br /> Responding to a question from Mr. Holmer, Mr. Gleason said that the City has <br /> enough properly zoned land available for the manufacture of industrialized, <br /> energy-efficient housing. <br />e MINUTES--Eugene City Council September 17, 1990 Page 4 <br /> Work Planning Session <br />
