e to pick up $50,000 of general obligation bond debt in FY92 based on current fund projections. Mr. Boles stated that the council must consider whether it is willing to continue the debt service in the General Fund. Ms. Ehrman said that Airport General Manager Mike Boggs should be made aware of the council's concern on this issue at the council's Monday work session. 2. Industrial Lands Replacement Study Mr. Holmer voiced concern with the amount of time that has been taken to reach a decision on this issue. He pointed out that a Metro Plan amendment requiring replacement industrial lands for those impacted by wetlands was passed three years ago. Mr. Holmer stated that those persons who own land that might be affected remain uncertain about the eventual decision outcome and are frustrated by the long delays in reaching a decision. Ms. Ehrman noted that the delays on this issue may be explained by the number of juris- dictions which have been working on this issue. Mr. Bennett said that he did not feel industrial lands replacement to be a priority council concern and noted that the inability to identify land of a marketable quality is another possible source of delay. Mr. Boles agreed that the industrial lands replacement process is proceeding as rapidly as possible. e 3. Economic Diversification Strategic Plan Ms. Ehrman asked the council whether it felt that it was necessary for the update of this plan to be on the council's "fast track." In response, Ms. Bascom reminded the council of its decision to disband the Council Committee on Economic Diversification. She explained that this item was on the commit- tee's work plan and said that an effort is being made to complete the plan update. E. Goal V--Social Goal: Promote Development and/or Availability of Low- to Moderate-Cost Housing 1. Innovative Industrialized Housing Initiative Mr. Boles expressed frustration with the amount of time that is being taken on this plan. He said that he strongly supports the partnership behind this project, but emphasized the need for results. Mr. Gleason emphasized that this proposal has tremendous opportunities asso- ciated with it, but also involves a lot of players and a lot of risk. Responding to a question from Mr. Holmer, Mr. Gleason said that the City has enough properly zoned land available for the manufacture of industrialized, energy-efficient housing. e MINUTES--Eugene City Council September 17, 1990 Page 4 Work Planning Session
