e Mayor Miller opened the public hearing.
Randy Turnbow, 2610 Highland Oaks Drive, spoke as a member of the Airport
Commission. He commented that the proposed airport improvements will have a
positive impact on the community's economic development. He also anticipated
that safety would be improved.
Kermit Borden, 1415 Victorian Way, identified himself as Air Traffic Manager
at the airport. He voiced concern regarding the present configuration of
intersecting runways and supported the proposed master plan as presented.
David Coplin, 3900 Coburg Road, General Manager of McKenzie Flying Service,
encouraged the council to approve the proposed plan which he said would
support the general aviation industry's growth.
Orlando John Hollis, 1908 Hilyard Street, spoke as chairman of the Aviation
Committee of the Eugene Chamber of Commerce. He complimented the consultants
who worked on the plan and said that the proposed plan is technically
correct, environmentally and financially sound, and implementable. Mr.
Hollis considered the runway extension particularly important and said that
direct flights to Dallas, as well as Chicago, should be encouraged.
There being no further requests to speak, the public hearing was closed.
Ms. Schue moved, seconded by Mr. Bennett, to preliminarily
e approve the updated Airport Master Plan.
Answering a question from Mr. Boles, Jan Childs, Planning Division Manager,
said that approval of the Airport Master Plan is being sought from both the
Lane County Board of Commissioners and the Eugene City Council. The County
prefers taking action after the council has taken preliminary action. After
the County acts, the plan will again come before the council for its final
approval.
Mr. Boles said that he could not support preliminary approval without
substantiation of the availability of fuel supplies for the 20-year plan
period.
Mr. Holmer recognized that there will be changes during the 20-year period,
but he urged councilors not to allow current headlines to divert them from
opportunities for economic development. Acknowledging the success of the new
airport terminal building, Ms. Bascom supported the proposed runway
extension.
Roll call vote; the motion carried, 7:1, with Councilor Boles
voting nay.
e
MINUTES--Eugene City Council September 24, 1990 Page 3
