He indicated that on July 1, 1987, the Environmental Protection <br /> Agency (EPA) adopted revisions to the National Ambient Air Quality Standards <br /> for Particulate Hatter (PHI0). Since those regulations went into effect, the <br /> air quality in the Eugene-Springfield urban growth area has violated Federal <br /> 24-hour health standards, particularly during cold, stagnant weather <br /> conditions in the winter months.
