DIRECTION REGARDING LIBRARY PROPOSAL <br /> Tony Mounts, Acting Financial Management Service Director, gave the staff <br /> presentation. He noted that with the passage of State Ballot Measure 5, the <br /> list of possible financing mechanisms for library funding has changed and, as <br /> a result, staff needs additional direction for developing financing propos- <br /> als.
