He said the council <br /> had initiated a program of performance audits and had assigned Mr. Boles and <br /> Mr. Rutan to work with staff. He recommended that Mr. Boles and Mr. Rutan <br /> focus on the compensation document and administrative overhead. Mr. Rutan <br /> asked if an independent auditor would be involved.
