<br />e <br /> <br />findings, and recommendation of February 18, 1991, <br />hearing; and levying assessments for sanitary sewers <br />in the River Road area for Basins "A," "B," and "C"; <br />and declaring an emergency. <br /> <br />Mr. Rutan moved, seconded by Mr. Boles, that the bill, with <br />unanimous consent of the council, be read the second time by <br />council bill number only, and that enactment be considered at <br />this time. Roll call vote; the motion carried unanimously, <br />6:0. <br /> <br />e <br /> <br />Responding to a question from Mr. Boles, Mr. Lyle said that Hearings Official <br />recommended several minor changes with respect to the distribution of costs <br />in the ordinance; these changes have been reflected in the ordinance. <br /> <br />With respect to Item C on the City Council Consent Calendar, Ms. Bascom noted <br />that the plan does not call for striped bike lanes on sections of Bailey Lane <br />and Bogart Lane. She commented that this area has high ridership potential, <br />particularly by students of Monroe Junior High school, and requested that <br />this issue be revisited. Mr. Lyle said that the Bike Master Plan reflects <br />this area as an on-street facility without striped bike lanes. He said that <br />he would review the possible addition of bicycle lanes during the design of <br />the improvement project. <br /> <br />Council Bill 4289 was read the second time by number only. <br /> <br />Mr. Rutan moved, seconded by Mr. Boles, that the bill be ap- <br />proved and given final passage. Roll call vote; with all <br />councilors present voting aye, the bill was declared passed <br />(and became Ordinance 19757). <br /> <br />VII. ORDINANCE: TREE COMMISSION AMENDMENTS; APPROVAL OF BYLAWS <br /> <br />City Manager Mike Gleason introduced the topic. Bob Hammitt, Public Works, <br />gave the staff presentation. The action being considered is an amendment to <br />the ordinance so that the Tree Commission is adVisory to the City Manager or <br />designee instead of the "executive director of PARCS and to City staff." The <br />ordinance also amends the selection of Tree Commission member to be "chosen <br />from" instead of "representative of" various areas of expertise. The bylaws, <br />which fall within the "internal organization and rules of procedure" language <br />for which Section 2.251(3), also require council approval. <br /> <br />Mr. Hammitt introduced Jan Staszewski, recently hired by the City in the <br />position of Urban Forester. <br /> <br />CB 4290--An ordinance concerning the Tree Commission; and <br />amending section 2.245, 2.247, and 2.249 of the Eu- <br />gene Code, 1971. <br /> <br />It <br /> <br />MINUTES--Eugene City Council <br /> <br />March 4, 1991 <br /> <br />Page 12 <br />
