No. 4234--A resolution designating Bogart Lane and Bailey Lane as collectors from Willakenzie Road to Coburg Road and authorizing design, acquisi- tion, and bidding. Mr. Rutan moved, seconded by Mr. Boles, to approve the items on the City Council Consent Calendar. Roll call vote; the motion carried 6:0. Councilor Boles abstained on the minutes of November 14, 1990, Lunch Work Session because he was not present. III. PUBLIC HEARINGS: PROPOSED WITHDRAWAL OF RECENTLY ANNEXED PROPERTIES FROM WATER AND PARK AND RECREATION SPECIAL DISTRICTS City Manager Mike Gleason introduced the topic. He indicated that this is a routine item and said that staff is available to answer questions. e Mayor Miller opened the public hearing. There being no requests to speak, the public hearing was closed. CB 4282--An ordinance providing for withdrawal from the Santa Clara Water District that part of the districts an- nexed to the city of Eugene by the Lane County Local Government Boundary Commission on July 23, 1990 (Fegles, EC EU 90-II), and declaring an emergency. Mr. Rutan moved, seconded by Mr. Boles, that the bill, with unanimous consent of the council, be read the second time by council bill number only, and that enactment be considered at this time. Roll call vote; the motion carried unanimously, 7:0. - Council Bill 4282 was read the second time by number only. Mr. Rutan moved, seconded by Mr. Boles, that the bill be ap- proved and given final passage. Roll call vote; with all councilors present voting aye, the bill was declared passed (and became Ordinance I9750). CB 4283--An ordinance providing for withdrawal from the River Road Water District and River Road Park and Recrea- tion District that part of the districts annexed to the city of Eugene by the Lane County Local Govern- ment Boundary Commission on July 3, 1990 (Paschelke, EC EU 90-I5), and declaring an emergency.
