PUBLIC HEARING: REQUEST FOR AMENDMENT TO METROPOLITAN AREA GENERAL <br />PLAN (CHAMBERS COMMUNICATIONS, INC.) (MA 90-4) <br /> <br />City Manager Mike Gleason introduced the topic. Bill Gary, City Attorney's <br />Office, informed that council that this is a quasi-judicial proceeding and <br />briefly reviewed the procedure that would be followed. He reminded council- <br />ors that they are not permitted to discuss or take action on this item if <br />they have any conflicts of interest or have had any ex parte contacts which <br />might inhibit their ability to make a fair and impartial decision. <br /> <br />Ms. Ehrman indicated that she works with Mr. Olstead and has viewed the park- <br />ing lot from his window. She did not believe that her discussions with him <br />would affect her impartiality on this issue. <br /> <br />Mr. Robinette said he has discussed this issue with many Eugene citizens <br />during his campaign and with City staff. He indicated that he did not feel <br />his communications would inhibit his ability to make an impartial decision. <br /> <br />Mr. Nicholson indicated that he had extensive communications with City staff <br />on this issue, but does not feel that they would affect his impartiality on <br />this issue. <br /> <br />e <br /> <br />MINUTES--Eugene City Council <br /> <br />April 8, 1991 <br /> <br />Page 8 <br />
