WORK SESSION: REQUEST FOR PROPOSALS: 11TH AND WIllAMETTE DEVELOPMENT <br />SITE <br /> <br />Bob Hibschman of PDD reviewed the background of the 11th and Willamette de- <br />velopment site. He said the Downtown Commission recommended that the council <br />approve a four-month period for Requests for Proposals (RFP) for this site. <br /> <br />Mr. Boles suggested that in the Secondary Criteria section of the draft RFP <br />for the 11th and Willamette development site, housing and parking points <br />should be reversed so that housing received 50 points and parking 20 points. <br /> <br />Mr. Hibschman explained how the criteria were originally set. <br /> <br />Ms. Bascom said housing was not likely to be developed at this site and <br />should not be given too much weight as criteria. Mr. Rutan added that on- <br />site parking would be extremely expensive at this site. <br /> <br />Mr. Rutan moved, seconded by Mr. Boles, to direct the City <br />Manager to issue the 11th and Willamette development site <br />Request For Proposal and return with a recommendation for the <br />Renewal Agency. <br /> <br />Mr. Boles moved, seconded by Mr. Rutan, to amend the motion so <br />that criteria G and l in the 11th and Willamette Development <br />Site Request For Proposal be reversed.
