<br />Mr. MacDonald commended staff for taking the initiative on these adjustments <br />~ to the RTF recommendations and the Commercial lands Study. <br /> <br />Mr. Boles said he adamantly opposed these changes. He said the newly created <br />subcommittee was completely self-serving and not analogous to the SDC Task <br />Force. He said the Citizen Involvement Committee (CIC) was unlikely to sup- <br />port this group which was comprised of people with deep economic interests in <br />the outcome of their review, rather than the larger values of the community. <br />He said this seemed to be an attempt by the Chamber of Commerce to "come in <br />the back door." <br /> <br />e <br /> <br />Mr. Rutan said Part 4 of the RTF recommendations was an additional layer of <br />land use planning measures. He referred to the costs associated with a land <br />development on Country Club Road. He said the City should be devising meth- <br />ods for helping development projects located outside the downtown area be- <br />cause costs were higher in those areas. <br /> <br />Mr. Rutan said that the community has spent decades creating land use poli- <br />cies and he felt it was inappropriate to create another layer of bureaucracy <br />in an attempt to direct the value of land. He said the council should re- <br />spect the will of the voters who just turned down one aspect of the RTF's <br />recommendations, the Downtown Redesign, and allow everyone time to think <br />about what should be done next. He said he did not support the call for a <br />work program on Part 4 of the RTF recommendations. <br /> <br />Mr. MacDonald said that in view of Mr. Bole's comments, he was not certain <br />that a work program on Part 4 of the RTF Recommendations should be included <br />in the Commercial lands Study. He said that while he appreciated Mr. Rutan's <br />perspective on this work program, he did not agree with it. <br /> <br />Mr. Boles said the RTF had been asked to find policies which would lead to <br />compact urban growth and that Part 4 was one such set of policies. He said <br />it had been Mr. Rutan who asked that this section of the recommendations not <br />be given to the Planning Commission until after the council had had time to <br />review it. He said the council should expect an independent work plan on <br />these policies as originally requested. <br /> <br />Mayor Miller pointed out that the involvement of the Chamber of Commerce in <br />City projects in the past had helped to create consensus in the business <br />community. Mr. Boles said this consensus may have led to the watering down <br />of certain policies. He said Chamber involvement in the SDC process had been <br />very successful because a clear distinction had been made between technical <br />and policy issues. He added that the council has had sufficient time to hear <br />from all interested parties on the subject of the Commercial lands Study. <br /> <br />In response to a question from Ms. Bascom, Jan Childs, Planning Division <br />Manager, said the Planning Commission preferred to address Part 4 of the RTF <br />Recommendations in the context of the Commercial Lands Study. She said the <br />commission was disappointed that the council had not held a work session on <br />Part 4 to determine which sections it wanted the commission to address, until <br />after it had released the draft Commercial Lands Study. <br /> <br />e <br /> <br />MINUTES--Eugene City Council <br /> <br />May 28, 1991 <br /> <br />Page 5 <br />
