(With- <br />drawal from River Road Park and Recreation <br />District and River Road Water District will be <br />processed separately if the annexation is ap- <br />proved.) <br /> <br />Final Order AZ 91-2--A final order rezoning the properties <br />from County RA/Ul to City C-2/SR. <br /> <br />Mr. Rutan moved, seconded by Mr. Boles, to adopt the resolu- <br />tion and final order. Roll call vote; the motion carried <br />unanimously, 6:0. <br /> <br />(Councilor MacDonald arrived at 7:45 p.m.) <br /> <br />Mayor Miller announced that Councilor MacDonald would be bringing an issue <br />before the council that was not on the agenda. Items III and IV were added <br />to the agenda; subsequent agenda items were renumbered. <br /> <br />III. RECONSIDERATION: BLUE WATER BOATS <br /> <br />Mr. MacDonald indicated that the council's recent decision to deny Blue Water <br />Boats request for an urban growth boundary amendment has been very divisive <br />in the community and was perceived negatively by the Springfield elected <br />officials. He said that he is disappointed by the community's reaction, but <br />is willing to reconsider the council's position because the full council was <br />not present when the decision was made. He said that he hopes an update of <br />the Metro Plan will take place next year. <br /> <br />Mr. MacDonald moved, seconded by Ms. Bascom, to reconsider the <br />Eugene City Council's disapproval of Council Bill 4305. <br /> <br />Mr. Boles noted that he was on the prevailing side with respect to this is- <br />sue. He felt that the council would be doing a disservice to itself and <br />citizens of the community by reconsidering this issue. In doing so, the <br />council will convey the message that it is acceptable to purchase land out- <br />side the urban growth boundary with the expectation that it will be annexed <br />to the city and pointed out that there was adequate industrial land within <br />the urban growth boundary to meet Blue Water Boats need for expansion at the <br />time of property purchase. <br /> <br />Mr. Nicholson agreed with Mr. Boles that the council should not reconsider <br />its decision, noting that approval of the request would be inconsistent with <br />the council's policies for compact and sequential growth. <br /> <br />MINUTES--Eugene City Council <br /> <br />May 28, 1991 <br /> <br />Page 3 <br />
