APPROVAL OF FINDINGS AND RECOMMENDATIONS OF THE HEARINGS OFFICIAL AND <br /> PASSAGE OF THE ORDINANCES LEVYING ASSESSMENTS <br /> Assistant City Manager Linda Norris introduced the topic and said that Paul <br /> K10pe, Public Works Engineering Division, was available to answer questions. <br /> There was confusion about whether this agenda item was supposed to be a pub- <br /> lic hearing. Mayor Miller said that since the agenda indicated it was a <br /> public hearing, the council should hear testimony. <br /> Mayor Miller opened the public hearing. There being no requests to speak, <br /> the public hearing was closed. <br /> Mr. Boles asked Bill Gary, City Attorney's Office, whether the council should <br /> be assigning a public hearing to routine issues such as this. Mr. Gary re- <br /> sponded that the City should not be scheduling a public hearing on routine <br /> e matters such as this, and that this seemed to be a scrivener's error. Howev- <br /> er, it was appropriate for the council to hear any testimony presented. <br /> Mr. Rutan moved, seconded by Mr. Boles, to approve the Hear- <br /> ings Official's findings and recommendations of June 11, 1991 <br /> (Contracts 90-07, 90-08, 90-23).
