In response, Ms. Gates said <br /> that the neighbor in question had strong concerns with the annexation of any <br /> properties in River Road. Ms. Gates also noted that she had encountered <br /> racism in the past from neighbors concerned that property renovation will <br /> decrease property values in the area. She stated that this type of conduct <br /> may occur again with this property. <br /> Mr. MacDonald expressed regret that Ms. Gates is forced to deal with racist <br /> conduct in the community. <br /> Res.
