(Withdrawal <br /> from the Bailey-Spencer Rural Fire Protection <br /> District will occur automatically if the annex- <br /> ation is approved.) <br /> Final Order AZ 91-4--A final order rezoning the property from <br /> County AG/UL to City R-1/PD. <br /> Mr. Rutan moved, seconded by Mr. Boles, to adopt the resolu- <br /> tion and final order. Roll call vote; the motion carried <br /> unanimously, 7:0. <br /> IV. PUBLIC HEARING: UNIVERSITY OF OREGON LONG-RANGE CAMPUS DEVELOPMENT <br /> PLAN <br /> City Manager Mike Gleason introduced the topic. Christine Taylor, Planning <br /> and Development Department, gave the staff presentation. The University of <br /> Oregon has prepared a Long-Range Campus Development Plan as required by the <br /> Oregon State Board of Higher Education. In 1990, the State board amended its <br /> administrative rules and internal management directives to require review of <br /> campus plans by local jurisdictions for conformance with local comprehensive <br />e plans. Ms. Taylor explained that in its review, the council should focus on <br /> those areas of the plan which relate to City policies and edge issues. The <br /> campus plan is intended to be a compilation of current campus planning poli- <br /> cies. <br /> Ms. Taylor stated that the Planning Commission held a public hearing on the <br /> plan and found it to be consistent with Eugene's general plan, applicable <br /> neighborhood refinement plans, and special area studies. The commission <br /> recommended approval with two minor modifications to the plan that: 1) it <br /> adopt by reference the Entrance Beautification Study; and 2) that it include <br /> an item in Appendix C that recognizes that various options in the Ferry <br /> Street Bridge proposal may offer an opportunity to coordinate with the City <br /> in transportation-related issues. In addition, the Campus Planning Commit- <br /> tee, University/Community Liaison Committee (U/CLC), and Planning and Devel- <br /> opment staff have reviewed the document and consider it to be consistent with <br /> local planning policies. <br /> Mayor Miller noted that at the request of several councilors, the council <br /> would not be taking action on this item at this meeting but would hold the <br /> public hearing, as scheduled. <br /> Mayor Miller opened the public hearing. <br /> Chris Ramey, 2063 Kincaid Street, University Architect for Planning, urged <br /> the council to pass a resolution supporting the Long-Range Campus Development <br />- <br /> MINUTES--Eugene City Council July 22, 1991 Page 4 <br />
