It is likely that Phase <br /> 2 will occur next year and continue as revisions are necessary to enable the <br /> University to bring its physical facilities in line with its new mission. <br /> Responding to another question from Mr. Boles, Mr. Ramey said that he feels <br /> the plan is consistent with the letter and spirit of The Oregon Experiment. <br /> Mr. Boles commented that the breadth of the user group and the lack of public <br /> review violate the spirit of the The Oregon Experiment. <br /> Mr. Boles noted that the plan seems to indicate that the Riverfront Research <br /> Park is under the control of the University. However, the development is <br /> also part of an urban renewal district. He asked staff to be prepared to <br /> discuss the fiduciary relationship that exists between the Riverfront Re- <br /> search Park development and the City as the Urban Renewal Authority at the <br /> Wednesday meeting. <br /> Mr. Nicholson asked whether any effort was made to bring together a public <br /> symposium on the plan.
