<br /> . <br /> e Staff said two other applicants were qualified. Mr. Rutan asked staff to <br /> check on another applicant and add that name to the list of qualified <br /> applications. Mayor Miller asked councilors to write the names on their <br /> ballots. He then requested that the council move to the scheduled agenda <br /> item. <br /> I. CITIZEN INVOLVEMENT COMMITTEE (CIC) ANNUAL REPORT <br /> Ann Morrow, Chair of the CIC, presented its annual report to the council. <br /> She thanked the council for supporting the CIC, especially through Mr. Boles' <br /> involvement on the committee. <br /> Ms. Morrow referred to the "Land Use Planning Activities" section listed in <br /> the CIC Annual Report. She said the eIC spent a considerable amount of time <br /> in determining what kind of public information process needed to be followed <br /> in relation to the listed activities. She said the processes used in the <br /> past were evaluated to see how they were employed and how well they worked. <br /> She said more time was spent on issues with increased public interest. <br /> Ms. Morrow said some format changes were made to existing planning documents. <br /> Much time was spent to provide recommendations and improve the current <br /> process. <br /> Ms. Morrow then referred to the "Other Activities" section of the report. <br /> e She said the CIC wanted to be sure it was doing a good job in relation to the <br /> CIC's goals. The CIC analyzed the citizen involvement process and looked for <br /> ways to make it more effective. She said committee members tried to identify <br /> audiences who need to be sought out. Ms. Morrow said a workshop was held <br /> February 9, 1991, to examine the committee's goals and vision for the future <br /> and to discuss the merits of various techniques for involving citizens. One <br /> of the activities at the session was a stakeholder analysis. As a result of <br /> the workshop and stakeholder analysis, Ms. Morrow was asked to make a <br /> presentation to the Oregon Planning Institute. <br /> Ms. Morrow said the Planning Commission has suggested to the Citizen <br /> Involvement Committee that it explore the utilization of the public access <br /> channel for public meetings. She added that as a member of the committee, <br /> she would encourage this. <br /> Ms. Morrow said Ellen Wojahn will replace Greg Evans as a Planning Commission <br /> representative on the committee. <br /> In answering council's questions, Ms. Morrow said that determining whether an <br /> issue will become high-interest or low-interest public involvement is <br /> determined case by case. Ms. Morrow said that if citizens feel their rights <br /> concerning involvement have been denied, they can work with staff on getting <br /> remediation. <br /> e <br /> MINUTES--City Council October 28, 1991 Page 3 <br />
