No. 4276--A resolution furthering annexation to the city of Eugene and the Lane County Metropolitan Service District for property located in the River Road area, on the north side of Elkay Drive, east of Fairway Drive, west of Hoover Lane, and south of Marion Lane. (Withdrawal from the River Road Park and Water districts will be processed separately if the annexation is approved.) Final Order AZ 91-9--A final order rezoning the property from County RA/UL to City RA. Mr. Rutan moved, seconded by Mr. Boles, to adopt the resolu- tion and final order. Mr. Robinette noted that he has done some legal work for the applicant but that he has not worked with the applicant on this request and was not aware of the request until he received his council packet. Roll call vote; the motion passed 6:1, with Mr. Nicholson voting nay. III. PUBLIC HEARING: ANNEXATION/REZONING REQUEST FOR PROPERTY GENERALLY LOCATED IN THE BETHEL-DANEBO AREA ON THE CORNER OF BARGER DRIVE AND e TERRY STREET IN WEST EUGENE (AZ 91-10) Carol Heinkel, Planning and Development, said the code criteria read earlier was applicable to this request. This is a property owner-initiated request involving an approximately 60-acre parcel in the Bethel-Danebo area in west Eugene. If the annexation request is approved, the property owners plan to develop the property with a 250-unit, manufactured home clustered subdivi- sion. The Planning Commission held a public hearing on the request and rec- ommended approval. At the public hearing, neutral testimony included con- cerns about traffic safety issues along Barger Drive; staff responded that the City would extend Terry Street to connect Barger Drive with Royal Avenue to the south. She said Public Works staff was present to answer questions. The Planning Commission also recommended approval for rezoning to R-1 Low Density Residential. Mr. Green asked about the portion of Terry Street owned by Lane County. Ms. Heinkel explained that a small stretch of what would be Terry Street, if it were extended, has not been annexed to the city. She said she understood that Public Works staff had not had conversations with Lane County about extending Terry Street. Responding to a question from Ms. Bascom, Dave Reinhard, Public Works, said that the existing portions of Terry Street have been designed so that bike lanes could be added.
