<br /> - -- <br /> e M I NUT E S <br /> Eugene City Council <br /> McNutt Room--City Hall <br /> December 4, 1991 <br /> 11 :30 a.m. <br /> COUNCILORS PRESENT: Roger Rutan, Shawn Boles, Bobby Green, Randy MacDonald, <br /> Paul Nicholson, Debra Ehrman, Ruth Bascom. <br /> ABSENT: Mayor Jeff Miller. <br /> The adjourned meeting of December 2, 1991, of the Eugene City Council was <br /> called to order by Council President Roger Rutan. <br /> I. ITEMS FROM THE CITY COUNCIL, MAYOR, AND CITY MANAGER <br /> Mr. Rutan announced that Department of Public Safety Director Dave Whitlow <br /> was attending for City Manager Mike Gleason. <br /> Mr. Rutan welcomed in attendance Jim Smith and Tom Dawson from the Washing- <br /> ton, DC lobbying firm of "Smith and Dawson," with which the City contracts <br /> e for Federal lobbying services. Mr. Rutan said they were in town to work with <br /> staff on the council's annual trip to Washington, DC. Mr. MacDonald ex- <br /> pressed appreciation for their lobbying efforts which resulted in the City <br /> receiving Federal funding, as part of the Surface Transportation Act, for the <br /> Ferry Street Bridge Study. Mr. Boles suggested providing copies of a Global <br /> Communities article on municipal lobbying efforts relative to Federal poli- <br /> cies to Mr. Smith and Mr. Dawson. <br /> A. Human Rights <br /> Mr. Boles said he received a letter from Tom Keating about the City's policy <br /> with respect to employment of persons with disabilities. There was no objec- <br /> tion to Mr. Boles' request to forward the letter to the City's Human Rights <br /> Program staff for a response from the Human Rights Commission Accessibilities <br /> Subcommittee. <br /> . <br /> B. Breath Ignition Air-lock Devices <br /> Mr. Boles referred to the memo the council received and said he was interest- <br /> ed in having more information about breath ignition air-lock devices. <br /> City Attorney Bill Gary explained that there were State restraints relative <br /> to local legislation on the use of such devices. He said that his prelimi- <br /> nary assessment based on past case law was that the City could not exercise <br /> its home rule powers and develop local legislation on the use of such devic- <br /> e <br /> MINUTES--Eugene City Council December 4, 1991 Page 1 <br />
