WORK SESSION: 11TH AND WILLAMETTE DEVELOPMENT SITE PROPOSAL <br /> ~ <br /> Department of Public Safety Director Dave Whitlow introduced the topic. Bob <br /> Hibschman, Planning and Development Department, gave the staff presentation. <br /> The council was asked to review the recommendation from the Downtown Commis- <br /> sion and accept the proposal for the development of the 11th Avenue and <br /> Willamette Street site and to direct staff to develop firmer recommendations <br /> on how to proceed with the project. One response was received from the re- <br /> quest for proposal (RFP) released April 1991. The proposal was reviewed by a <br /> citizens committee and the Downtown Commission, and was found to meet the <br /> criteria contained in the RFP. The citizen committee had findings and recom- <br /> mendations similar to those of the Downtown Commission, suggesting that a <br /> different site would be more appropriate. Mr. Hibschman presented a schemat- <br /> ic view of the proposal.
