STATE OF THE CITY ADDRESS <br /> <br />Mayor Miller presented the 1992 State of the City Address, a transcript of <br />which is attached. <br /> <br />Mayor Miller described the city as being on the brink of change and outlined <br />dangers and opportunities facing the city in the areas of public safety ser- <br />vices, the downtown core, services for the disadvantaged, and the long-term <br />stability of the economy. He emphasized the importance of the Eugene Deci- <br />sions process during this period of change and asked those in the audience to <br />join him in seeking quality of life and of livelihood for all of Eugene's <br />citizens. <br /> <br />V.
