PLEDGE OF ALLEGIANCE <br /> <br />Those present recited the pledge of allegiance. <br /> <br />II. INTRODUCTIONS <br /> <br />Mayor Morrisette announced that the meeting is a joint elected official pub- <br />lic hearing on the Gateway Refinement Plan. Councilors and commissioners <br />introduced themselves and indicated which wards they represented. <br /> <br />III. PUBLIC HEARING: GATEWAY REFINEMENT PLAN <br /> <br />Mayor Morrisette briefly explained the proceedings for the public hearing. <br />Joe Leahy, Springfield City Attorney, explained the criteria for ex parte <br />contacts. <br /> <br />A. Declaration of Ex Parte Contacts <br /> <br />Mayor Morrisette stated that the council and staff toured the area January <br />27, 1992.
