<br />e <br /> <br />M. Eugene City Council Adjournment <br /> <br />Mr. Boles adjourned the meeting of the Eugene City Council, and left the <br />meet i ng (11: 06) . <br /> <br />N. Continuance of Elected Official Discussion/Action <br /> <br />The group discussed how to proceed. Ms. Dumdi suggested that staff compile <br />the minutes and other relevant information and each jurisdiction can deliber- <br />ate separately. She pointed out that this would extend the original time <br />frame, but that this was acceptable. Mr. Leahy suggested that staff respond <br />to the consensus of tonight's meeting and provide language that will contain <br />amendments to the issues discussed. Ms. Dumdi requested that Mr. Bowerman's <br />plans be included in each jurisdiction's deliberations. <br /> <br />e <br /> <br />Ms. Daluddung suggested that the trigger concept be adopted in the refinement <br />plan and only footnoted in TransPlan, so that the City of Eugene would not be <br />required to participate in the trigger process. She suggested that the City <br />appoint Mr. Boyles, Ms. Hurst, and Mr. Bowerman to serve on the trigger com- <br />mittee. Mr. Beyer and Mr. Wojcik volunteered to be members of the committee. <br /> <br />Mr. Cornacchia suggested that the City of Springfield convene a working group <br />to develop "trigger mechanisms" or criteria that will determine the timing of <br />designing, budgeting, and construction of the Pioneer Parkway extension. The <br />group is to include, as a minimum, two residents of the Game Farm Neighbors <br />Association area, two representatives from the development community, two <br />members of the Springfield City Council, two members of the Lane County Board <br />of Commissioners, and City of Springfield staff. The recommended criteria of <br />the working group shall be submitted to the Springfield City Council and the <br />Lane County Board of Commissioners by June 30, 1992, for approval and incor- <br />poration into the Gateway Refinement Plan by ordinance.
