e M. Eugene City Council Adjournment Mr. Boles adjourned the meeting of the Eugene City Council, and left the meet i ng (11: 06) . N. Continuance of Elected Official Discussion/Action The group discussed how to proceed. Ms. Dumdi suggested that staff compile the minutes and other relevant information and each jurisdiction can deliber- ate separately. She pointed out that this would extend the original time frame, but that this was acceptable. Mr. Leahy suggested that staff respond to the consensus of tonight's meeting and provide language that will contain amendments to the issues discussed. Ms. Dumdi requested that Mr. Bowerman's plans be included in each jurisdiction's deliberations. e Ms. Daluddung suggested that the trigger concept be adopted in the refinement plan and only footnoted in TransPlan, so that the City of Eugene would not be required to participate in the trigger process. She suggested that the City appoint Mr. Boyles, Ms. Hurst, and Mr. Bowerman to serve on the trigger com- mittee. Mr. Beyer and Mr. Wojcik volunteered to be members of the committee. Mr. Cornacchia suggested that the City of Springfield convene a working group to develop "trigger mechanisms" or criteria that will determine the timing of designing, budgeting, and construction of the Pioneer Parkway extension. The group is to include, as a minimum, two residents of the Game Farm Neighbors Association area, two representatives from the development community, two members of the Springfield City Council, two members of the Lane County Board of Commissioners, and City of Springfield staff. The recommended criteria of the working group shall be submitted to the Springfield City Council and the Lane County Board of Commissioners by June 30, 1992, for approval and incor- poration into the Gateway Refinement Plan by ordinance. In the event that working group consensus is not achieved, the trigger mechanisms will be de- termined jointly by the Springfield City Council and the Lane County Board of Commissioners. Mr. Leahy noted that if additional maps are provided by staff, they must be defined as educational material only, and not part of the record.
